If I can suggest something, if you could change the system to only allow people who already purshased a considered amount of votes on the site, lets say 500 minimum to participate on the contest or even maybe just people who reachs VIPs at some point (?) I mean people who spents more on the site sounds rea***able to get this kind of reward rather than people who doesnt contribute anything, you will most likely not gonna need to keep repairing the system every week and you will reward actual customers

Unfortunately I think there is no justification for not rewarding them if there is no rule that says you can't participate with multiple accounts, even though we all know it is wrong. Imo you'd have to give the reward and then write down that rule for the next weeks.

I think having an account that is a certain number of weeks old and active could help

People like these I think mostly using VPN to change there location which sometimes helps them to change there IP address as well maybe that's the problem I can't say I am sure but it's coming to my mind
