What do u mean "as a base"? He literally made a screenshot from video, copied with ctrl +c characters, made ****ty color correction and paste it. Then took a face from other artist work in a same way ctrl +c crtl+v. And if u mean "as a base" they are tracing it - yeah that's a scam too.
